Job purposeWe are currently recruiting a General Manager to ensure service delivery occurs in line with IFM contractual obligations, to the satisfaction of the customer and within financial constraints. Manage the project from new build through to operational "business as usual" activity. ResponsibilitiesIt is recognised that the focus of the role will change significantly over the first 12 months from a focus on mobilisation activities to steady state operation and Key Tasks. Priority will therefore change with time. - Enable Interserve to meet contractual obligations as laid down by the relevant contract documents (eg. Service Level Agreement) for the Enniskillen development.
- ensure appropriate feedback into the detail design process through reference to agreed standards and liaison with informed of expert opinion
- develop liaison and coordination with the client in order to optimise service delivery and secure future business
- ensure that appropriate information is available to IFM through the maintenance of records according to IFM policies and good practice
- Ensure optimum provision for the FM services in the development within contractual restraints.
- review contractors specification submission and proposals ensuring their suitability
- Ensure the agreed design for the development will limit the exposure to commercial risk to IFM.
- undertake an assessment of service and commercial risks and manage those risks to the lowest practicable level
- negotiate with selected subcontractors to secure adventurous maintenance terms
- ensure within contractual restraints that the provision of plant and equipment in the redevelopment optimises availability, reliability and maintenance criteria
- Ensure IFM meet contractual obligations and commence all necessary FM provider services from the appropriate contract date
- participate, and where appropriate, lead IFM strategic planning for the project
- manage a phased introduction of all estates services during the 'ramp up' period of the contract
- ensure that all necessary commissioning and handover procedures are carried out prior to the operational date
- ensure that the building manual contains all necessary information in an appropriate format to enable FM services to commence from the operational date
- ensure that all appropriate training, site and plant/equipment familiarisation is carried out before handover and arrangements are in place to ensure that they are carried out throughout the contract.
- Develop and establish the appropriate local contract organisation structure to deliver services in line with the contract obligations.
- undertake recruitment and selection of suitably trained and qualified employees to fill posts within the structure
- manage the TUPE transfer of Trust staff, ensuring good practice in consultation and transfer processes are adopted
- ensure all relevant and appropriate training and development activities are undertaken in a timely manner
Knowledge skills & experience- Previous experience and knowledge of M&E
- Extensive experience of managing multi-disciplined teams
- Financial and budgetary experience
- IT literacy
- Negotiating skills
- Commercial awareness and contract knowledge
- PFI experience
- Conversant with Health and Safety legislation
- Excellent communication skills
- Experience of procurement of subcontractors
- CIBSE/MIIE qualification
- Project management skills and experience
